Always wondered what the supposed point of the alphanumeric spelling of “private” was supposed to be…
There are probably multiple people that want to use that as a vanity tag number so alphanumeric variation is a way to get around that.
I don’t think fake license plates have the limitation of having to be unique
Good point. It wouldn’t make any sense whatsoever in that case unless they are just trying to immitate 90’s era leet-speak, for whatever reason.
Maybe to make it look like an actual license plate on first look?
I remember seeing a truck with a libertarian bumper sticker (can’t remember what, but it was undeniably libertarian) parked legally in a handicapped spot. As in they had the sticker. You’d think they would be against working with the ADA.

I see the bad alignment and perspective of that sticker as well, so probably.
However, I have also seen vehicles like this in person, so they probably didn’t need to Photoshop it. Dunno.
