It’s simply the fact that we don’t have the laws in place to prevent it. A lot of our constitution was built on good faith politics. That no one would be stupid/lucky enough to get to these echelons on government. The modern day Rs know this and exploit it, and the Ds still play by the good faith playbook, and here we are.
