Others have pointed out reasons to be unsympathetic to these folks but IMO that doesn’t mean that they can’t still be victims of the charlatans making them but into this crap. They sell this illusion for those grasping for help.

Whoever told you that didn’t know what they were talking about. Maybe you can’t make a cheater out of an honest man, but they can be cheated like any dishonest man can.
Nah. They’re just trying to rip common folk off wherever possible. Taxes, bills, child support, insurance, etc. then counter it by trying to charge others for ludicrous reasons. They’re scammers that try to evade law that doesn’t suit them and enforce law that does.

or a generator. lights on is a lot easier than keeping the faucets wet.
You can run a pump in a well easy enough off solar and batteries but you could probably pay municipal water bill for most of your life and it would still be cheaper then that option.
