      But they gave North Korea spicy korean dramas and the hippest Kpop music and in return NK sends used toilet paper

        I think the message is that South Korean culture and western propaganda is garbage to them. They are saying, “send us garbage, we’ll return the favor in kind”.

    The answer: unhinged passive aggression (from a nuclear armed state).

    North Korea has deployed hundreds of trash balloons containing everything from used toilet paper to cigarette butts, a move it claims is in response to South Korean activists sending balloons with political pamphlets and USB drives with K-dramas.
