And then everybody stood up and clapped but first they made sure not to cross the threshold and have their 55-c form ready.

This doesn’t sound too ridiculous, except for all the pseudo legal magic. Without the threshold and “well I don’t plead” stuff, I can see the rest of it being plausible. If the judge was having a good day and didn’t want to put up with it, I can see him ignoring the guy’s made up legal theory. At its core what this is is a guy saying he didn’t do a traffic infraction, and the judge letting him go when he swears it.

He’s been sucking on something but probably not someone’s neck… more like a crack pipe.

I’m assuming he was using the “I wasn’t ‘operating’ that vehicle, I was traveling in it” sovcit logic to wholly commit perjury and then think they won because their worldview is then confirmed by getting to walk out?

It’s to indicate that they weren’t accepting the invitation to come forward except by special appearance. Crossing the threshold under those circumstances would turn it back into a regular appearance. Wouldn’t apply here though, it’s from Drac’s Law Dictionary so those are vampire court rules.
