You could literally “cut” a big rectangle in the middle and just have a different color background with extra things, paying homage to the original rainbow flag and having center balance. The only good thing I have to say about the chevrons are that it establishes vertical and horizontal orientation.

You need to run awareness campaigns when you put in new traffic signals and enforce them so people know how they work.
There are so many steps before going “fuck this guy” just on one interaction:
Enforcement: make sure they know there’s a consequence
Public transport: Give people who can’t drive worth a shit an alternative
Engineered check: Raise a physical barrier to prevent cars from taking this position or prevent cars from using the intersection altogether. Or, grade separate cars and other modes of transportation
The goal is safety and not just to shit on someone. It really could just be a mistake. We all make them. Nobody died this time. Make people aware so people don’t die next time.
