When it was politicians who fought the Cold War, they were few who had actually a say, and these few got some minimum brain, at least.
But in your scenario, it is random jerks who execute that scheme everywhere. There will be some who pull the trigger just for … all kinds of stupid shit that has triggered them. So you’d have nukes going off somewhere, at least every few days, and then nobody can really rule the world anymore with them. The power of the threat will be gone.
The caveat here is why Europeans are a bit better than this?
The European countries had their own wave of fascism and dictatorship in recent centuries. Some seem to have leaned from the experience.
It should also be said that tarring all Americans with the same brush is unfair. I think it was the votes of less than a third of eligible voters that made Trump 2.0 a reality

No, it hasn’t always been that bad. Stupidity happens. It is human. Most times people were able to keep stupidity in check.

I do not share your interpretation (although I know that it has been the popular one recently).
I read it like this:
The obligation is out of any question: they “will” assist.
The goal of all measures is defined: “restore […] peace and security”.
The choice of measures isn’t totally free. It must fit to that goal.
So, yes they can decide whether or not no use force, but they cannot follow random political agendas there.
And not fold paper airplanes instead of real ones :)
